According to the Ministry of Construction, exports of cement and clinker products in the first 6 months of 2023 reached 14 million tons, down 15% compared to the same period in 2022. Export value is estimated at 700 million USD.

As a large cement export market of Vietnam (estimated about 65% of cement and clinker exports) but from the beginning of the year until now, the situation of cement exports to China is quite bleak, due to the real estate market. The country's production has not yet fully recovered. In the first quarter of 2023, the export value of this item to China only reached nearly 11.4 million USD, down 95% over the same period.
The second largest cement export market of Vietnam is the Philippines. But recently this country has officially announced the imposition of temporary anti-dumping tax on cement products from Vietnam, making it not easy to export cement to this market.
In addition to trying to export to traditional markets such as the Philippines, China, Bangladesh, cement businesses are actively looking for new markets. Currently, many businesses seek to export cement and clinker to the Americas. But the export volume to this market is not much.
As for the plan to export cement to Europe, it is like "entering the difficult door", because it is expected that from October 2023, 27 member countries in the European Union (EU) will pilot a border adjustment mechanism. carbon. From 2026, the EU will impose a carbon tax on iron and steel, cement and fertilizers. Importers must report emissions in cement, clinker, if these emissions exceed EU standards will have to buy "emissions certificates" at current carbon prices in the EU. Force cement manufacturers to reduce emissions to meet standards, as required by the EU. Thus, in the long run, this is a "fastidious" market, it is not easy for Vietnamese cement enterprises to set foot in this market, if they do not convert to green production.
In addition, from January 1, 2023, the clinker export tax increased from 5% to 10%, according to Decree No. 101/2021/ND-CP, in order to limit the export of products that use a lot of raw materials, fuel and non-renewable resources.
